When was it decided that this single point base instead of say The Crown was the optimal place to focus fights into?

Probably after the most recent rework.

People really seem to enjoy it, and I can't say I disagree. It's honestly much more fun that the Crown is now.

Ti Alloys has always seen a ton of action.

Back in the day, the crown was the focus of everyones attention.
Ever since the crown was reworked (e.g. no more jumppads aside from the tower ones), fights have shifted slightly to the west.

That stone arch between TI alloys and the crown is an inviting shortcut, while the cliff is quite hard to get up from below.
Similarly the slope from Ceres Metal up to TI Alloys is easier to move up to than towards the D point at the crowm, but the close proximity of the spawn and unobstructed sight lines make TI hard to take from that side.

The most successful assaults on TI are from the biolab side (makng the faction holding the warpgate closest to that place most likely to hold TI, as they will just attack from that side again once the biolab is recaptured) or done via gal drop or beacon spam as securing the roof puts the defenders into deep peril. Then again, the roof can be sniped at from the crown.

Meanwhile, with only the crown and ceres to go to (the two places enemies are most likely to come from), it is hard for the defenders to move out and start an attack on their own.

Taking TI alloys makes you the defender, which makes it equally hard to move away from that place. Usually, a zerg large enough to capture two of the three bases (ceres, TI, crown) will keep pushing along that direction as the other (non defending) faction keeps up the pressure. One way leads to a biolab fight (west), the other towards into an amp station or tech plant (east or south). And pushing north you find mostly desert, which is harder for infantry to travel so momentum is lost as people pull vehicles and divide among the bases crater, solar and that base before listening post.

And thoose fights tend to last long and if won by the opponent lead back to the crown-ceres-TI triangle.

That and the central location is why so much happens at and around TI Alloys.
