The perfect implants can only be equipped on the character that purchased the bundle. The heroic boost is also only available on the character that purchased the bundle. Last year it was account wide.
I can equip the implants on any character. Also I'm pretty sure the heroic boost hasn't been account wide for a while.
The heroic boost was account wide, otherwise how would I have the previous one on all of my characters (still haven’t equipped them)?
I don't know about the other years, but when i bought the bundle it said that the heroic boost only was on the character that purchased the bundle. The Implants was for all the characters you have.
It was a bug. The heroics sold last year for some reason worked on all new chars when they should not have. Ones during previous years were character bound. Sorry
