Can't get above 25fps at any graphical settings level

    Recently when I play PS2, I've noticed that my frame rate quickly drops to 25fps (Starts around 55-60) after logging in, and doesn't go back up. At first I thought it was my graphics settings, so I changed it from Ultra (Which my PC should be able to handle with ease) to Very Low. The FPS did not change. The little frame counter in the bottom points to the CPU as the issue, but I don't see what would cause it, when it never had the issue before.

    Here are the specs I've got:
    CPU: i7 4790k @ 5GHz (Liquid cooled, and I've watched CPU-Z while playing, so I know it isn't thermal throttling)
    GPU: Quad SLI GTX 690
    RAM: 32GB DDR3 2133MHz
    Resolution: 2560x1440

    Well i encounter the same problem as you but its solved after changing my thermal paste for cpu and gpu.

    I was experiencing the same. in WG FPS 100-80. As soon as a got into a fight of any size FPS went to 15-25. I tried many graphic settings, going all the was to low. no change.
    Other games were no issue, just PS2

    I have a GTX 690( 2 GPU on 1 card) which system sees as SLI. PS2 has some serious issues I have read/found with SLI.
    I disabled 1 of the GPUs and I have been running happily @ 60 fps everywhere. I also dropped resolution to 1920x1080.

    Did you try disabling SLI? Planetside doesn't work very good with more than 1 gpu.

    A long standing problem. I got more performance unlinking the cores on a 590 then running it in SLI mode. Theres also a hyper sensitivity to load response times on the CPU power save features. Its recommended to disable CPU parking (its never been helpful for games anyway), to clear up that behavior.

    Make sure smoothing is disabled.

    Run IPDT and see if it passes or fails and see what the max temp in the load test is.

    All your fans physically spinning? What kind of PSU do you have? Hopefully nothing less than a 1000W Seasonic.

    Seems SLI was the issue. For a game that when it was in beta had wonderful SLI support (And had up until pretty recently) and tons of Physx implementation, I have to wonder where it all went wrong. Then again, Physx particles haven't been enable-able for a long time. Wonder when they'll get around to fixing the bugs.
