I was whipping up an efficiency chart for wizards the other day and noticed that the base casting times for Blast of Devastation and E'Ci's Frozen Wrath don't decrease at 120 increments of Frozen Solid. The casting times should have been .3 and .4 for BoD and E'Ci's, respectively, but stayed at .6 and .8 between 120-150 increments. I don't know if Warlocks have this issue as well, or whether it's intended, but I wanted to find out if I'm missing something or it's performing incorrectly. I've scoured the wording of all my spells and AAs but can't seem to find any reason the times wouldn't go down, so I'm assuming it's a bug. I asked a couple other Wizards that seem very knowledgeable on mechanics and nobody could explain it. HELP!
You are correct in that this appears to be a bug. Good catch. Seems to be applicable to warlocks too (or so I am told).
