They are a quest item from Clefts of Rujark. The quest is given by a d'jinn in a room in the Crushbone orc area of the third floor. He asks you to go in the next room and kill the Ambassador who captured him. There is one encounter of apprentices in the room. Kill them, and the ambassador pops. Ambasador is a 55x2 epic. Kill him and go back to the d'jinn for the reward.
