It does, you just have to find it. Don't fall for one of the trap cloaks/belts that have no DC. Those are useless. Early on, you want to reforge to 1100 casting speed to cap out at 37.5% DC conversion. The 6 DC purple rune in your sleeves will still be valid until you find a replacement. Tome of the Ascended has 22.5, and some of the new belts/cloaks have 30+ DC. There is also a new handcrafted food that adds 4.5%. 3 fully upgraded adorns from the PGs add 7 DC each, for 21 total (worth dropping the 2 fervor from Tol'Ren set for as you'll need to lose 1). DC is your priority right now.
I am even considering wearing the robe from Varsoon because how much you need DC in POP. The first named in a Duo had 60% DC avoidance. And none of the random jumble of stats on POP gear has DC, unlike KA.
