Why does SOE continue to sell something they know is broken?

The character profiles service is largely non-functional (maybe others as well, I never used 'em) and they know this. Why don't they stop selling it to people, then?
I'm never one of those people who says "OMG there are a few bugs, sue Verant!" but in this case they seem to be scamming people deliberately and unrepentantly. They are aware of the scope of the problem; the problem has been around for months; they are not making efforts to fix the problem; and they are completely uncommunicative: all the hallmarks of a fly-by-night organization. It seems like they are setting themselves up perfectly for a class-action lawsuit (although I loathe them generally and will not be part of one).
The very least they could do is to stop fraudulently marketing and selling this service.
