The bits have to cross the Atlantic. They get wet, and have to be dried off before they will stick to the hard drives. (They also have to be converted from Imperial Bits to Metric Bits)

Because they love you less. More seriously, I suspect it is a corporate culture thing where the US staff micromanages the EU staff as they implement the changes. And as we all know, having someone looking over your shoulder while breathing down your neck is (sarcasm) good (/sarcasm) for your work performance and makes things go ever so much faster.
