Is this beneficial in any way?

Should MT Templar be wearing cloth armor?

Probably stats. Look them up on EQ2u and compare their stats to yours.

only if you can't find anything better.

Stats on some cheap attainable "attunable" gear on the broker is why. You can easily get 4.8 cast speed and 4.8 reuse speed from cloth armor on the broker.
Should an MT Templar be in cloth? Well, if you are ranging the fight, then there is no side effect from it.
I stopped using cloth as an option as soon as I went battle cleric and started melee spec. But if you are ranged, there is no issue with it. I did see a change soloing, so I am glad I am back to full plate/ using mit and health as options as well as cast and reuse.
Ability modifier. There are 8 slots that take the 28 ability mod white adornments. That's 224. Use the Shard of Fear charm, for 115 ability mod = 339 just from that. So best to take as much reuse/cast speed as possible :) Even if it takes cloth to get there while you farm for your best in slot gear.

Mitigation doesn't matter on a templar, but cast speed and reuse speed do.

The itemization bot has sprinkled these stats all over cloth treasured gear that drops like candy.

I imagine anyone but tanks is using this stuff.
