I can't seem to find it in the Marketplace under the service. I tried on looking on Permafrost and Nagafen but all I see instead is a security key fob that redirects me to the web store. Everything else like the race and name change potions are there still.
They implemented a 7 day wait for accounts in "good standing". It'll show up after 7 days. Had the same question when I re-activated.
You also missed the key bit of information that you have to be gold membership to count as "good standing" in this case. So you have to have a gold sub for that long before you can transfer.
