where do I find my alternate advancement spells at for my wizard at?

    You mean class spells or ones you gain from AA?
    For Class spells talk to the Wizard Trainer in any main city of your alignment. Just hail a guard and ask them for the Wizard.

    For AA they should be automatically added to your spell-book.

    It saids solar flare rank five is a passive spell

    Passive spells are usually just effects that augment existing spells. If you are talking the AA in the Wizard tree "Enhance: Solar Flare" that spell only adds modifiers to your Solar Flare spell not actually gives you a new spell.
