Uhhh..Pelts are raw leather. If you're talking about the component needed for making leather armor, it's the pelts that you need.
The leather you get from trapping nodes (like dens and such) is what you need. Some animals will drop leather but I don't think you can use that anymore (not sure though). You can always check the broker for the leather of the tier you're in. Lower tiers tend to sell for cheaper than higher tiers. The rare leather will naturally cost more.
When looking at a tradeskill recipe, the word "raw" just means "as you harvested it, without refining". I'm guessing it's a holdover from the days when we had to make parts. Raw rawhide leather is harvested from Tier 1 dens.
