[p]I am a returning sage after a 1 year hiatus. Level 68. When I left I had the ability to make Adept III spells for all levels. Now there are no adept III spells in my recipe book for levels 1-9. All of the recipes for T1 were drastically changed. All existing T1 advanced books (read or not) were removed. You will need to obtain new T1 advanced books. However, you don't need to rely on drops for them, you can purchase them from the tradeskill trainer. I think they're about 1s each.
