There are weapon & armor vendors but the quality of the gear on them is pretty poor & people only use them for appearances or in dire circumstances. Some do have some rather nice appearances though. If you don't want to quest for gear or wait for drops, there is also always the option of getting gear from your local crafters. Armorers will make chain & plate gear and Tailors will make any leather or cloth gear you need. You can also hit the broker to buy things from other players.
