Vital Trigger Bugged?

Hey Guys, so I was in a group today and noticed this. I have never had more than 1 hit or 2 tops on vital trigger, is ADC/Focused Offensive SUPPOSED to be giving Vital Trigger increments. Its kind of annoying have it go on cooldown after one hit. Maybe two hits.

I looked it up on the wiki and saw that there's one for Pally and one for Guard.
What class are you?

Guardian. Back in the day this is not how the spell was used. You got the full 4 hits. Not 1-2 hits.

Something to keep in mind is you can double/ADC that counts as two hits so thus two triggers/Increments

If you look at the parse below, it appears I only used Vital Trigger 3 times for 6:59:15 - 6:59:20, but that is because it double hit at 6:59:15. Look at the top one 7:00:59 - 7:01:02 and I only hit the button twice, because each button click hit twice for a total of 4 "triggers". This ability appears to be working as intended.
