Game crashes after launcher, before character select. Black screen flashes. Video drivers crash and recover on a loop. I have found many posts similar from 2014 without a solution. My petition hasn't been answered. Any help?

I've updated drivers, switched to windows 10 from 7, deleted and reinstalled the game. I've removed firewall and antivirus before the reinstall.

Try installing DX9 - the game won't run without it being present regardless of later versions being present.

Unpack the above file once downloaded and run the DXSetup.exe program.

Sounds like your missing the codec to play the intro movie, you can download k-lite from HERE
Or you might also want to add this line to your eq2_recent.ini file to stop it from playing:
cl_movie_enabled false

Run 3DMark or something similiar. That video card is 8 years old, may be time to swap.
