Broadly speaking, ascensions definitely do charge the RO. The only one that I've heard does not is Ethershadow Assassin (I can't test that one personally as my bard is not an etherealist.) There may be others that don't but most of the damage ascensions do work. If you look at the eq2wire forums you'll see a few dirges have been brave enough to post their extraordinary VCs that are resulting from their use of ascension abilities.
