The description of CA effects reads as follows: Inflicts 1286 to 2032 melee damage on target Decreases ability reuse speed of target by 50% Reduces the potency of all abilities by 5% My question is this: the potency effect does not define who's potency has been effected, and I cannot find anything in the combat logs that indicates if it is the target's potency that is being reduced, or the Swashbuckler's. Any feedback or confirmations will be well appreciated
