Well, when I went searching for information about the calendar of Norrath, I found a lot of the giant sweeping timelines, but very little solid and compiled information on the calendar system and when various holidays actually occured. Since I tend to like to do a bit of roleplay and since I also find the information useful when trying to help contextualize lore (such as Notes on the Survival Accord by Mug), I figured I would share what I have put together with everyone.
This information is all summarized from "canon" sources (in game & producers letter). Hope someone else finds it useful.

    In Depth Discussion:
The Norrathian Calender is called the Starypyre calendar. It is a 4 year cycle or a quatrain. The stars in the Norrathian system cycle on a four-year timer. Each year is bound to a different core element and named after the corresponding element's god: Air, Fire, Earth, Water (Xegony, Fenin Ro, Rathe, Triumvirate). Each year has an overall weather pattern so that years represent something of a solar weather pattern.

Xegony - strong winds and frequent downpours, brisk cloud movement, storms leave as quickly as they arrive
Fenin Ro - less cloud cover and the temperature of Norrath begins to rise, deserts become inhospitable without magical aid.
Rathe - geological disturbances, volcanic regions become extremely dangerous. A year of fear, considered a reminder of the gods forsaking Norrath. Full of festivals where Norrathians parade around in costumes of gods and beasts, performing pranks and destruction as if they were the gods smiting the land
Triumvirate - stormiest and coldest with heavy snow and ice fall. The rains become torrential with severe temperature drops. Heavy cold winds in the deserts. During the end of the season, clear skies appear and sun shines upon snowfall. Norrathians historically thanked the Triumvirate for clearing their mess, but now tend to gift each other instead.

A description of the events that occur when a quatrain completes/restarts: "The entire solar system of Ro has revolved around an even greater force yet to be named. As it rolls along it brings about drastic climatic changes in the global environment of Norrath. No matter where you are on Norrath or what time it is in your corner of the world you will be affected by this global change in some form. Where the end meets the beginning of a cycle a grand event takes place in the starscape that causes the constellations to light up and burn brighter than ever. During this event a great global celebration occurs."

Each year is broken down into three cycles. These cycles are bound to various growth stages and can be seen as representative of various gods, but are mainly named in terms of weather patterns and trade winds. They are Decay, Growth, and Harvest. Each season is composed of four months. New Years occurs in the middle of the Decay season. These seasons represent changes in global weather patterns

There are twelve months in a Norrathian year. These months are named based upon the natural phenomenon that occur during those months and the activities that sentient races on Norrath perform during those time periods. Every month contains 14 weeks. Months are color coded by season: Brown for Decay, Green for Growth, Orange for Harvest.

    The months are:
    1 Deepice - Frostfell Occurs
    2 Grayeven
    3 Stargazing
    4 Weeping
    5 Blossoming
    6 Oceansfull
    7 Scorchedsky
    8 Warmstill
    9 Busheldown
    10 Lastleaf
    11 Firstchill
    12 Deadening

The week is a 10 day period. There are 8 workdays and 2 days of rest. Each day consists of particular (trade/commerce related) activities that are meant to occur on that day.

1 Feastday - most businesses closed, only essential remain working, great feasting
2 Darkday - first day of the work week and most trade calendar weeks
3 Burnday - the day set aside for burning trash, known for its stench
4 Soulday - day of remembrance, visiting graves and honoring ancestors
5 Windday - the day the wind generally picked up and brought in travelers, highest market price on goods is on Windday. Considered the middle of the week, along with Steelday
6 Steelday - noisy and smokefilled day, filled with the sound of forges who have received materials from Windday. The sound of forges heralds the morning on Steelday
7 Spryday - busiest day of the work week, goods are delivered, transportation in preparation for shipment occurs
8 Moorday - second busiest day of the week, generally busier at the harbor than on the streets, goods are loaded for shipment, ships that have been out during the week return and unload and deliver their goods
9 Brewday - Most export work done, local business work only occurs, mostly in preparation for Feastday
10 Mirthday - a day set aside for fun, pleasurable recreation, drinking. Came about after the Age of Cataclysms, to provide hope and joy in the face of despair

The full way to refer to a day in Norrath would be Year Number, Quatrain Title, Month, Day, Day Number.
    Norrathian Holidays:
    Frostfell
    Erollisi's Day
    Brew Day (or Brell's Day)
    Bristlebane's Day
    Nights of the Dead

We only know when one holiday occurs, Frostfell, which is in Deepice. Presumably it lasts the entire month of Deepice, with the final gifting days somewhere near the end of the month.
In the producer's letter, Deepice is mentioned to be equivalent of December and January. By extension, we could try to fit the other holidays in. In which case, by my best guess:
    Frostfell - Deepice
    Erollisi's Day -- Grayeven
Brew Day (or Brell's Day) -- Stargazing
    Bristlebane's Day -- Weeping
Nights of the Dead -- Lastleaf/Firstchill
Tinkerfest would fit in there too, but I don't have enough information on it.
It would be great if someone in the know (nudge, nudge Kiara, Cronyn), could give us more definitive months for the Norrathian holidays.

Edit to fix a typo in the summary!
