It's simple. Daybreak simply doesn't have the talent/workforce required to put out anything new. Period. Outside of 1 guy being able to write a Database Script to change fields in a database, that's it. (And that breaks everything too... looking at you resources and every attempt at itemization.) They ruined legacy content by trying... That's why even the Classic EQ2 experience is nothing like it was in Classic EQ2. (I miss you level 20 AQ and so much more...) And they can't fix it either. What you see is what you will always get, or worse. Never better. The sooner everyone accepts that the better off everyone will be!
