It's a bug between the "resting idle" animations and the fighting animations. There's a glitch and you don't go back to rest, as it were, but do that lean. At least that's how it was explained to me some time back when I asked a dev at a Block Party. Sometimes I see it on my toons, but I most often see it on others. I've played since launch so have seen this many many a time. It's still hilarious.
This is exactly the kind of detail we need to narrow it down. Thanks everyone! P.S. I haven't played with a bow for any length of time myself...though I saw a tank playing at SOE Live get stuck in that weird state. And their group member on the machine next to him wasn't seeing it... We will investigate!
