Not A Bug Shady Swashbuckler XVIII has gone missing

The NPC Shady Swashbuckler XVIII used to sell his wares (heritage quest rewards) on the docks of Nektulos Forest. However lately he has gone into holidays or on strike and is nowhere to be found.

Please bribe him so he reopens his shop.

Customer Service also confirmed it and told me to create this bug report.

It's not a bug. I'm not going to say anything more except that the devs got to work fast.

Same here trying to finish some heritage quests but hes gone

He'll be back with the next patch.
