I'm mostly sure they've changed it to 15 seconds because it was deemed 45 seconds was grossly overpowered (which, really, it was, for a proc. Might as well have been a permanent effect.). With two scouts using it it should still be up 100% of the time, since it's now a group proc. Assuming a proc from a dirge overwrites a proc from an assassin and doesn't just not proc.
