What is the point of Rank 2 and 3 of this ability? I know it says helps reuse, but who doesnt have 50% reuse already? So I have to waste points in it because its already at max reuse?
Any plan to make this universal across all AAs/Prestige/Character Development options for all classes? Defiler Ability "Voice of Ancestors" comes to mind as totally useless, but i'm sure there others as well.
