Please fix. When looted in a raid, it gives the effect of +5 fervor to Septic Strike/Levinbolt/Wildfire/Stone Hammer, charm slot only. When purchased from the adornment vendor, it gives the 20% effect from the tome of ascension, without the fervor, and therefore also does not stack. Basically, this rune is a complete waste as is. Most everyone has their tome by now and are still holding on to it for the time being... So this rune when used from the vendor is not usable at all. Looted version from a raid chest can't be used in conjunction with a free orange adorn from the panda.
Yeah, I've seen this too, except dropped in a heroic. Had it drop and it just makes you think 'Wait....what? Why?!' Albeit - I've yet to see a charm item that would make me willing to give up both the 10 fervor AND 22.5% doublecast of the Tome of the Ascended in order to equip this rune anyway. My theory: Somebody messed up and assigned two different items with the same name, then somebody else came along and put the wrong one in the wrong unlock container it seems (with both preventing the other so you can't equip both despite them being different items) tl;dr https://u.eq2wire.com/item/index/4214952333 is the dropped version, unpacks to https://u.eq2wire.com/item/index/3059342596 but on vendor it is https://u.eq2wire.com/item/index/2780852017 .
