I got that message when zoning into Nettleville on the "Protecting the Innocent" quest. Anybody knows what's up with that, and what the consequences are if your faction is higher? Can I even complete the quest unless I lower my faction?
Decided to try it anyway, and it appears to have no effect. I was able to complete the quest, although 2 of the quest markers didn't appear, and my faction with Rime didn't go down.
