This spell is supposed to apply to the group. Only the flurry multiplier is applying to the group. The 'Blazing Weaponry' proc does not work for group members.
After looking at this further, it doesn't appear that the Flurry Multiplier is actually being applied. This screenshot is without Honed Reflexes. This screenshot is after casting Honed Reflexes. You can see the stat "Flurry Mult" increase by the 1.5 value, but the range of auto attack increase is unaffected. I've tested this in group as well. The green value increases by 1.5 for group members, but the range of their auto attack increase is unaffected.
