I did note, though, when I logged in today after the server patch, that my Quest Journal showed what appeared/s to be gibberish. I could only read the quest information from the Journal when I selected it to show in the Quest Helper. Hopefully this will settle out or has already been noted by the team. Again, thank you; I often need to reference other sources when I haven't done quests in a while.

It is possible to write in Japanese (Add IME = "true" to textbox with custom UI), but that part has not been exported to the save file, so it is a pity that it cannot be read when the file is reloaded. Lysioronn wants to translate the quest progress sentence and write it in the note? I read. I really LOVE this new addition, but I did have a couple of questions. Is this already available on Beta? If so this leads me to my next question, if we put something in it on Beta will it reflect in our journals on live, I am thinking no, but thought I would ask. Also, if we put in /waypoints will they be clickable so if we click them in the journal, it puts out the waypoint, if not can we copy them from the journal and paste them into chat? One last question, Let's say I am in a group, and I have a waypoint listed in my journal will it show on the map, and show for the entire group so they can see where to go?
Roughly 1 million characters give or take. Good luck with that novel! We do truncate anything over the limit when loading the notes. Editing the specific note files directly could work, but we save and load the notes in a way where it's probably safer just to write them through the in-game editor. The quest notes journal won't have anything clickable in it unfortunately, but copy and paste in and out of the journal should work like normal. We save/load our notes in a format that should allow other languages, but without specific testing, we haven't verified how many languages show up correctly. (this is also valid regarding the user asking about Korean) Yes, it's been on beta for a little over a week I believe, but it will not use the same notes. But, you can copy over anything in the beta's QuestNotes folder to the main game's QuestNotes folder and they will appear for you main characters. Negative. The quest notes journal is just for recording text.
