Some mechanics was put in place in public quest to prevents players to get the final reward if they did not participate enough. In fact it resumes itself to force players to hits at least once a trash from the different public quest steps. Failing to hit them means losing the final rewards. If not perfect the system was at least forcing some people to not be afk for the whole event. The system was balanced with the the fact that the trash killing parts was long enough to allow late players to join and get the final reward, The balance was about 40% of time killing trash 60% of time killing boss. . But in BoL the public quest are not balanced as in previous expensions, the trash killing parts is done very fast (usually in lest than 2min) and the boss fights are very long (15-30min). So any players that is not able to zone in fast enough, who got linkdead at the zoning or who wants to join a public quest that needs more players is almost ensure to not get the final reward even if he participates to the public quest for more than 30min to kill the last boss. I believe the system should be adjusted to reflect the BoL public quest fights.
