I am not sure what you are doing differently, but your experience is very different from mine. I typically run the TS daily on a minimum of 3 characters, and as many as 9. I nearly always get at least 1 planar energy per day. I don't get it on the same toon all the time, but across all of them I get one or more each day. I'm not claiming the drop rate is 'fine', only that I am consistently day in and day out getting a different result from you. All that said, if they raise the harvest rate of those, it certainly would not hurt my feelings any!
This is my experience as well. I run approximately the same number of alts through the quests (not this past week, it's been less play time). And I fully agree, if the drop rate is raised, I won't complain.
