    No, it doesn't. The access quest for Sanctum of Fire was removed years (and I mean many years) ago.

    It's a bit like that, eq2 in chill mode, and also a bit deserted despite the people present. As everything is done solo, nothing forces you to group, nothing forces you to interact with others, nothing on this server demonstrates that it is an mmo.
    But without this buff, would players have joined? I don't think so, or else it would have been badly perceived.

    Let's be honest, with the standard servers most of the gameplay experience up to level 125 is going to be solo. And to even access group content, you have to grind the end-game solo content, completing the signature quest line and running the solo dungeons until you have enough points in resolve.

    KD allows people to solo or group as they wish, and not have to worry about spell upgrades and farming gear. They can just go do whatever "stuff" they want to do. Because it's locked at 90, it's also geared more towards the folks who want that nostalgia hit but aren't really interested in the raiding scene (if they are, then Varsoon would be the choice there).
