This xpac has 0 power increase at all you legit get 300pot and like 6 crit bonus per 5 resolve upgrade. The only dps increase you see in raid is just hitting thru the sandbag that is resolve check. You will see dps increase as you go form under resolve in raid to resolve thats is only dps you get as a power increase outside of any missing cboc you don't have you need. So if you wonder why your dps isn't getting better its cause there isn't any "better" the under resolve raid check and hitting that is basically the fake power increase you'll see.
That's been the way since combat mit and the newer stat system was introduced. I was saying for ages each xpac is just a reskin and a few new(ish) encounter mechanics here and there if you're lucky. People don't play EQ2 for new experiences or great content though, most accept the game isn't good value for money, they just stay for the social relationships they've developed over the years. If it wasn't for that, it would have been sunsetted probably two years after the current leadership got the reins and ruined everything.
