    Is there somewhere you can buy Innovation Tinkering Blueprints other than broker that people are selling (i.e from a vendor) or are they drops only? Where is the best spot to get them if they are drops only?

    The guild amenity 'tradeskill recipe salesman' merchants sell them for 35g each

    They are also available on the Crafting Trainer in the city crafting area (the one you buy your "essentials" books from).
