the Hua Belt runes with immunities to stun, fear, stifle, and mez don't work in pre-RoS zones. This is not only unnecessary, but makes them essentially useless. Silly for something that adds hardly any benefit over the previous versions. it is basically the same thing
Absolutely none of the Hua runes work in pre RoS zones, and I think they changed the text on all of them to reflect this. This is by design and not a bug. In general, we're so overpowered vs. older zones, even when mentoring, that not having the runes working is actually a benefit in making playing those zones even a smidge of a challenge.
Player crafted runes work fine. Get your game on and make what you need. If you must keep two sets of gear, so be it. Do what you have to to enjoy playing!
