I am confused by this. The fact that you have 150% reuse speed is a failure of you to properly gear and reforge, not a problem with AAs...
Yes, 150% is a waste of 50% that could be reforged to something else but his point is valid beyond that. Many classes have AAs or focus effects that reduce reuse but are still subject to the max of 50% that applies to everything. Once you are at 100, all of those abilities are rendered useless unless they have some other secondary benefit.
While this is true, I don't know any class that would say "Darn, I have to spend these AAs in these reuse time reductions because I can't possibly find anywhere else to spend them." Also, a lot of classes don't necessarily run at 100% reuse.
