Focused Offensive not triggering Vital Trigger

Focused Offensive states that it "Grants a 50% chance to instantly recast any single target offensive Combat Art the guardian uses"

Vital Trigger (Combat Art) is a single target combat art, yet it never procs twice. Can this be looked at please.
