You need to be a citizen of Freeport..So, if you start in Qeynos, you must complete the betrayal quest and pledge to Freeport in order to become a necromancer...

yes you can be a good necromancer. at night you worship satan making sacrafices of small children you pick off the streets while mutilating yourself with a spoon. during the day you hand out candy to the children, attend church, and help the old lady next door mow the lawn.
