[DEV] problem with the combat mitigation debuffs on the epic 2.0 weapons

    Hello dear developer team,

    as you wrote here:

    1. POPULATION / ZONE PROGRESSION
    • All raid encounters above tier 1 now have a base mitigation increased based off of expected mitigation debuff values.
    So the combat mitigation was adapted to the epic 2.0 weapons for the T2 to T4 raid encounters.

    As far as we can understand it was simply 6000 combat mitigation at the encounters added.

    But there is a small problem. 6000 combat mitigation / 24 people is 250 combat mitigation per person, but the debuff runs only 4 seconds and triggers only with a 15% probability on use hostile abilities.

    Many of our abilities, especially the ascension abilities, have a cast time of 3 to 4 seconds and also many of our abilities are not hostile.

    The debuff proc will only be triggered once every 6 to 30 seconds and then only for a duration of 4 seconds.

    The problem is that you can not permanently debuff the complete new additional 6000 combat mitigation but rather, 2000 to 2500 over a raid, are permanently debuffed on the encounters by the fabled epic 2.0 weapons.

    So here something should be done, so the only chance is to debug the additional combat mitigation, let alone the further combat mitigation on the T4 raid encounters.

    Either lower the added combat mitigation from about 6000 to about 2000 to 2500 or remove at least the 15% trigger rate and change it to a 100% trigger, only for the combat mitigation debuff, not for the damage proc. Or rise the duration from 4 seconds to 25 or 30 seconds for the combat mitigation debuff component.

    It will be very difficult or nearly imposible to make a real damage to the T4 raid encounters on the momentan state.
