For the mission "D.I.R.T.Y. Jobs - The Right Tools," when you complete the 3 repaired pickaxes all of the unpacked items (pickaxe base, shovel base, and tool handle) are removed from your inventory immediately. So if you make the pickaxes first, the quest cannot be completed and you have to delete and restart it. If you make the shovels first, then you can complete the quest without issue.
