The helm is the Class piece from the Hoolek quest

Freeport has their own armor sets available from Viducius Festus (/way -245.11, -55.06, 79.16). Some of them look pretty good (I just don't have screenshots right now).

I prefer to utilize in-game sets and matching pieces as much as possible, I'm not too big of a fan of the appearance-only stuff. Goes with my function-over-form mindset.
