Do you know if the proc works the same way as it does on mobs, or are other players treated like Epics, so that they get shorter duration and immunity ?
Players are treated like heroics, in most cases. However you should have known (by now), that every time a player gets cc'd in pvp, he gets an immunity timer equal to time spent in cc after the effect ends. There are some exceptions, but this cloack is definitely not one.
