I'd assume its fully intentional, I saw the identical proc linked on another caster oriented item. It doesn't hurt the fighter or scout, since it still has the melee flurry, attack speed, etc, as well as the spell weapon versions. It's more likely that SOE decided they didn't want a separate effect for casters and melee so figured they would just make one proc effect that could go on either melee or caster gear. You could call that laziness, or you could call that being smart since most casters and priests I've been around don't use spell auto, they will use melee auto.
