Since no one I know has seen these items yet, we don't know if they'll be tradeable and/or possibly available on the broker as raid guides get as many as they need for their own members. Maybe some raid guilds will sell loot rights for these components, who knows? It will be spendy, whatever.
The weapons are needed for some of the raid encounters, so it's unlikely they'll be sold any time soon.
It will depend on how often they drop. We had TONS of Adamant Defiance dropping in small chests in PoP, we could have sold them (maybe we did sell them?)
Everybody in the raid that wants to damage the mob will need the weapon.. that's at lest 50 x24 (probably more) per raid force.
