I posted in the Support forum, but figured I would reach out to the Mage community as well. https://forums.station.sony.com/eq2/index.php?threads/casting-speed-bug-s.559555/ When my casting speed is at 119% my spell double cast bonus is 1.1% When my casting speed is at 209% my spell double cast bonus is 0.3% Display bug or actual bug? I have also noticed that when my casting speed reaches 200 or greater, my spells cast slower.
