Unable to complete as the quest item is LORE and you can only have ONE LORE item in your pack and you need TWO to complete the quest.
It's not broken, you don't need two of the same item. You need two drops from the treants - bark and a branch. The bark and branch are lore, and even if you have for instance the bark, the treants will still drop either the bark or the branch randomly. So you can't have two barks or two branches, but you can have one bark and one branch, which is what you need. You just need to kill treants until you get one of each.
