I got that yesterday, also. It's happened before - couldn't access the bug tracker all day. It's working again today...
That's usually a problem with the internet, not the tracker. DBG has been having some issues with their internet provider that have intermittently been causing problems lately. They apparently had to really twist arms to get the other company to fix whatever it was, and that process is ongoing right now.
DBG does not run or host the community issue tracker, so no, not related at all. (Not to mention the problem DBG has been having is completely different).
