Brutality IX bugged?

    I know I'm playing the only bruiser left in game but something appears to be wrong with Brutality IX. I have it at ancient and it should be giving 20% to base taunt, 1.9% to base spells and 6.3% to base combat arts and it doesn't seem to be doing much at all.

    For instance, my single target taunt goes from 8,880,229-10,302,395 to 8,930,816-10,362,533 which is a 50k and 60k difference respectively. It seems like an almost useless increase.

    20% to taunts means 20 potency

    It’s not 20% to base ... that’s why it’s crap and didn’t age so well.

    I guess description never changed.

    It’s like bonuses from AAs or the SK/paladin raid buffs that increase spell damade or heals ... it’s added potency and so it’s crap
