Fixed Internally Bond of Ro (Sol Eye reward) not proccing with level 10 Ascension buff activated.

This is the same issue Surge of Ro had, but is more relevant now. With no ascension buff activated, the majority of our main spells proc this effect. After turning on a level 10 ascension buff it only procs from Ice Spears and Protoflame, which is a bit disappointing.

any update on this issue, Wizards still yet have a usable Sol eye spell after over 2 months, people have probably used spell reductions to upgrade this spell.

To anyone who is a wizard like me: you can force this spell to work by using the Flames of Yore consumable that changes all of your damage to Fire.
Flame Surge (Bond of Ro) should be top 5 on the parse.
