armor upgrades for adv 120/crafting 120 ?

I remember last year a post, which I now cannot find, that mentioned a location for armor and adorns so characters would be better off in levels 120 and above...

Or am I misremembering ?

I did get the free armor next to the librarian's desk, but I remember there was one after that in a different zone.

Where is that, and how do I get there ? I have VoV on the character I want to do this for.

At level 120, you can get more free gear in Svarni Expanse, not far from the initial zone-in. It's in Tishan's Lockbox, same name and appearance as the one in Myrist. You can reach Svarni by any world bell or by fast-travelling.
