Well there are already homes to purchase in Halas and a few you can break out of and get down to the docks. If I recall I was able to place a portal over the railing of the balcony in the Manors of Erolissi house by just standing on the railing and zooming out as far as I could and didn't need to use the editor to place it though I think there's a thread with breakout coordinates for people who do use the editor. Just an idea to tie you over until your wish comes true.
